The VPHCS is a member of the Asia-Pacific Alliance for Disaster (A-PAD) which is a trans-national disaster aid alliance that works to facilitate cooperation in the Asia Pacific Region. A-PAD develops national platforms that facilitate cooperation among public, private, and civil society sectors for natural disasters in Asia Pacific nations. When a large-scale disaster hits Asia, members of A-PAD, collaborates internationally for response.
APAD works in the Philippines with the CDRC, a non-profit, non-stock, non-government social development agency that implements emergency relief, rehabilitation, preparedness, and mitigation programs. In Cebu, the CDRC partners with the Cebu-Bohol Relief and Rehabilitation Center (CRRC).
On January 15, 2016, the VPHCS attended a consultation meeting of local government units and non-government organizations, the Cebu Provincial DRRM Office with APAD-Region 7 secretariat. The meeting discussed ways on how each agency can collaborate on DRRM activities in Cebu Province.
APAD has a secretariat in Region VII based in Cebu.
